October 15, 2008 I would like to recommend the inclusion of the Central Visayas Program on Good Governance as one of the major areas of operation in the LGRC. This program is an initiative of our region in line with the thrust of Pres. Gloria Macapagal-Arroyo to improve the delivery of public services by national agencies, local government units, and other institutions like the Academe, business, and NGOs. This program is under the stewardship of the Regional Council on Good Governance (RCGG-7) headed by the Office of the President in Central Visayas with Secretariat at the Malacañan sa Sugbo, Port Area, Cebu City. It implements its projects through multi-sectoral cooperation, interagency networking and coordination with line agencies who are active members of the Association of Regional Executives of National Agencies in Region VII (ARENA-7). Since it started in 2005, the Program now has three (3) ongoing projects, namely the Academe Project Region 7 Vision 20/20 (agency-university partnerships); the Pulong-pulong Alang sa Kauswagan (quarterly dialogues with the Cebu Chamber of Commerce and Industries); and the Program for the Culture of Peace and Development for Muslim communities in Central Visayas. The projects can be replicated easily by the local government units at the city and provincial levels since they have counterpart institutions of the education and business communities, and NGOs in their own areas of operation, i.e. city or province.
